Petoff Garden Apartments I
The Fulton County Community Heritage Corp. (FCCHC) began as a committee of the Fulton County Economic Development Corp. in the 1980's, and was incorporated as a separate, private, not-for-profit corporation in December of 1988.
Over the years, FCCHC has had a pronounced positive impact upon Fulton County through a variety of programs and projects which have brought more than $8 million into the local economy and improved housing conditions for over 400 households.
FCCHC activities have included programs providing financial assistance for housing rehabilitation and home repair, a program of down payment and closing cost assistance for first-time home buyers, a loan program to promote downtown revitalization, the new construction and management of 64 apartments for occupancy by senior citizens and technical assistance to local municipalities.
FCCHC is one of more than 50 rural preservation companies in the state funded through the Rural Preservation Program administered by the New York State Division of Housing and Community Renewal.
Since 1988, housing rehabilitation and home repair activities have been the corporation's primary focus. FCCHC has administered and completed a number of programs providing housing rehabilitation assistance in Fulton County. These programs include: two programs totaling $800,000 in the Town of Mayfield, three programs in the town of Ephratah totaling $1,60,60, one program in the Town of Johnstown for $140,000, two programs in the Town of Stratford for $800,000, three countywide programs totaling over $1,000,000, two programs totaling $1,200,000 in the Town of Caroga, two programs in the Town of Oppenheim for $860,660 and a program in the Town of Bleecker for $370,000.
These programs have resulted in improvements to more than 400 housing units. In addition, FCCHC has administered more than $300,000 in funds under the NYS RESTORE Program that resulted in emergency repair to 107 units occupied by lower-income elderly households.
Another area where FCCHC has had a local impact is in the development of housing for lower-income elderly households. The Petoff Garden Apartments I and II projects sit in a picturesque campus-like setting in the Town of Mayfield. Petoff I contains 41 units and was completed in 1992 at a cost of $2.1 million. Petoff II contains 24 units and was completed in early 2000 at a cost approaching $2 million. Both projects are managed by FCCHC.
FCCHC has also administered both the Fulton County and City of Gloversville Affordable Home Ownership Programs, which have helped 18 families to become first-time homeowners through the provision of down payment and closing cost assistance.Fulton County. The Petoff Garden Apartments I and II provide seniors with many of the amenities of home, while also offering many added comforts.
Petoff Garden Apartments, located in the town of Mayfield, near the hamlet of Vail Mills, provides seniors, 62 and over, with many of the amenities of home. Each apartment includes a fully applianced kitchen, pantry and wall-to-wall carpeting. There are also laundry facilities available, an elevator, medical and emergency alarm systems and each resident has their own private indoor mailbox. There is ample parking for residents and visitors, added facilities for the handicapped, and limited small pets are allowed.
Rents are based on annual income, and the rental agreements are renewed annually. Occupancy is limited to low to moderate income couples or singles, age 62 and over.
The Petoff Garden Apartments I and II currently have no vacancies but a waiting list is maintained from which eligible tenants are selected. Positions on the waiting list are based on income and when a completed application is received by FCCHC. Applications can be obtained by calling FCCHC at (518) 725-2114. Senior Housing Application
FCCHC has assisted many families in restoring their homes. From drilling wells to replacing a dilapidated mobile home, FCCHC has helped out every step of the way.
The Fulton County Community Heritage Corporation (FCCHC) recently administered housing rehabilitation programs in the Town of Oppenheim and the City of Johnstown. These programs offered financial assistance to income eligible homeowners to be used to remove substandard housing conditions and make necessary repairs to their homes. FCCHC also recently administered a similar program on a Countywide basis.
Eligible repairs for these types of programs may include: water system repairs and well drilling, septic system repair or replacement, plumbing, heating, electrical, roofing, painting, weatherization, structural repairs and repairs or improvements necessary to make a home accessible to the disabled.
Ineligible repairs may include: additions, air conditioning, replacement of systems or components not determined to be substandard, sidewalk repair or replacement and repairs to unattached outbuildings such as garages or sheds.
Assistance is provided in the form of a deferred payment loan, which is repayable if the property is sold, rented, or transferred but is forgiven after 5 or 10 years depending on the amount.
All work is done by private contractors.
There are currently waiting lists for all home repair and housing rehabilitation programs administered by FCCHC and funds are limited. However, applications are still accepted for consideration in the event funds become available.

The Fulton County Community Heritage Corporation (FCCHC) is a private not-for-profit corporation with offices in Gloversville, New York. FCCHC is engaged in housing and community development activities in Fulton County, New York. It is the mission of FCCHC to improve overall housing conditions, provide new housing opportunities and improve the quality of life for the residents of Fulton County and the region, with emphasis on programs and projects that primarily benefit persons and families of low and moderate income.FCCHC is a Rural Preservation Company, funded under the Rural Preservation Program administered by the New York State Division of Housing and Community Renewal (DHCR). The Rural Preservation Program (RPP) provides administrative funding which allows FCCHC to undertake a variety of housing related activities and programs. RPP support has allowed FCCHC to identify local housing needs, provide technical assistance to local municipalities, prepare applications for funding to a variety of sources for programs of housing rehabilitation, home ownership and housing development and to administer programs for which funding is received.Housing rehabilitation and home repair assistance programs have always been a focus of FCCHC. These programs are an effort to remove substandard housing conditions for lower income families, to stabilize the residential tax base, preserve the existing housing stock, and improve the appearance of local municipalities. FCCHC has previously secured funding, both directly and on behalf of local municipalities, from the U.S. Department of Housing and Urban Development, the New York State HOME Program, the New York State RESTORE Program, the Governor’s Office for Small Cities, and the NYS Office of Community Renewal. Programs administered by FCCHC have provided financial assistance for housing rehabilitation benefiting a number of low and moderate income households in the Towns of Mayfield, Oppenheim, Ephratah, Caroga, Stratford and Johnstown and a program providing both housing rehabilitation assistance and assistance for mandatory sewer hook-ups in the Village of Mayfield. FCCHC has also administered programs that have provided emergency home repair assistance to the elderly under the RESTORE program throughout Fulton County. programs in several Fulton County municipalities.FCCHC has also increased the number of available housing units in Fulton County through the development and management of the Petoff Garden Apartments I and II projects in the Town of Mayfield. These projects contain a total of 64 one-bedroom apartments for occupancy by low and moderate income senior citizens, aged 62 and over. The Petoff Garden apartments I project contains 40 units and was completed in 1992. The Petoff Garden apartments II project contains 24 units and was completed in 2000. The total cost of these projects exceeds $4 million.FCCHC has helped to stabilize communities and assist low and moderate income families to achieve the dream of home ownership through programs of down payment and closing cost assistance. These programs have assisted 18 first time home buyers in several Fulton County municipalities.FCCHC is governed by a volunteer Board of Directors. FCCHC offices are located in the Howard S.
